Domain A. Management and Organization Structure (30 Questions)

Domain A covers essential management principles that are needed to manage, support, and empower a Departmental, Agency, or Bureau RIM program. Topics include strategic planning, staffing, budgeting, and methods to inform personnel of their RIM responsibilities. Requires knowledge of resources, regulations, and processes that are specific to the US Federal government.

 

  1. Strategic Planning, Leadership and Management

    Know how to conduct strategic planning in a Federal agency: link to missions, set goals, determine stakeholders.

    Understand Federal personnel management as supervisor, manager or team lead: OPM recruitment & hiring basics, position descriptions, OPM job series.

  2. Resourcing, Acquisitions and Outsourcing

    Determine appropriate remote storage venues for Federal records.

    Plan for compliant off-site storage of physical and electronic records including options such as local records holding areas, records centers, and commercial cloud storage.

    Understand essentials of Federal contracting for RIM services: FAR, RFI/RFQ/RFP, contract types, contract vehicles, risk, inherently governmental function.

  3. Awareness, Outreach and Training

    Educate political appointees or senior level officials on Federal records versus personal papers.

    Provide records management orientation/onboarding and exit interviews for senior officials.

    Determine methods and framework to communicate RIM policy, standards, and guidance agency wide or to targeted audiences, groups, or units.

    Develop qualified and trained staff for RIM program implementation and provide agency-wide training on records management responsibilities.
